Cowboys receiver Terrell Owens won’t be present for the team’s mandatory minicamp, according to Tim MacMahon of the Dallas Morning News.

Per MacMahon, Owens is “dealing with a personal matter not related to last week’s drug-testing issue.”

Owens took a physical on Monday, and he has been excused for the rest of the week.

The only other players absent are safety Ken Hamlin and receiver Terry Glenn.  Hamlin is a free agent who bears the franchise tag.  Because he has not yet signed the one-year tender offer, he is not under contract.  Glenn, however, is under contract, and he is subject to daily fines in excess of $8,000 if his absence was not excused. 

Even if Owens had been suspended four games for failing to respond to a drug-testing request, he still would be permitted to participate in offseason workouts and training camp.  And skipping minicamp wouldn’t allow Owens to avoid further testing; now that he’s in the reasonable cause testing protocol, he can be tested up to 24 unannounced tests per year, regardless of whether he’s at a minicamp or a Boy Scout camp.
