Another possibility would be with a team like Denver (which I don't think is where Olivea signs),  The Broncos are at the 80 man roster limit already.  Presumably they know what they are getting out of a veteran like Olivea.  By delaying the contract, Denver could spend more time evaluating the other OT's on the team (or other bubble players) during OTA's and minicamps before they have to cut someone.

The only thing I disagree with is your conclusion about the sniff test.
