We have long presumed — apparently based on reports we read when the Texans struck a deal with David Carr in early April of 2002 or when the Bengals agreed to terms with Carson Palmer prior to the 2003 draft — that the team with the No. 2 overall pick would acquire the ability to negotiate with one or more players after the first overall selection is under contract.
And we’re not ashamed to admit that our understanding apparently was wr-wr-wr-wr-screwed up.
Chris Mortensen of ESPN reports that the league has informed the St. Louis Rams that they are not permitted to negotiate with any of the other draft prospects between now and Saturday. The decision reportedly came from the league’s management council.
Apparently, however, the league is engaged in “internal discussions” that could eventually allow the Rams to negotiate with one or more players before being on the clock at of Saturday afternoon.
We’re surprised that the league hadn’t already addressed this issue before today, and we don’t understand why the Rams wouldn’t be permitted to negotiate with any player whom they choose now that Jake Long is signed, sealed, and delivered.
Hopefully, we’ll get some answers to those questions soon.

It makes sense for the NFL to do this. However unlikely it is, what were to happen for draft day ratings if the first 4 or 5 picks were already decided days ago? That is what could possibly happen, and the NFL isn’t about to let it happen and lose some of those draft day ratings.

The draft is too big an event these days to let multiple teams negotiate deals in advance.
A lot of the suspense is gone with the Jake Long signing. The more players sign before the draft the less compelled we will feel to watch the draft.

He may be signed but doesn’t the League have to approve the contract?
Wouldn’t the League need some sort of proof before allowing the Rams
on the clock (if the rule wasn’t in effect, that is) ?
I think the rule is just that…the rule. No reason other than it is what
it is. First team only. Keeps it simple and does not get the League involved until the draft…

Honestly, it’s 3% of fans who won’t watch. there may be a bit of novelty to suspense before the #1 pick, but I’ll be sitting there all day (likely cursing) at the draft as I wait for #2.
That being said, Hey Florio! What’s going on with the Rams trading now?? With #1 known, the Rams have all week to negotiate a trade, right? They have to have more leverage now…

The rule is fine. It allows the team with the number one pick the convenience of getting a player signed before drafting him. The NFL should actually promote this because that is what sets the market for the rest of the 1st rounders to sign. Agents negotiate too long for any other team to sign a player before the draft. The Dolphins probably just spent the last month or so negotiating the Long deal. The Rams aren’t going to pick the next player and sign him to a contract in less than a week. Its not going to happen. The rule is fine. If it was changed it would have no effect.

I’m sure it’s to protect the draft “franchise”. Imagine of the top 3 picks are signed, sealed, and delivered before Saturday. Interest will decrease along with ratings, etc.
Although, it would be nice to speed things up some more…
